Training of Trainers Course on Basic & Intermediate under IRS

Subject: Training of Trainers Course on Basic & Intermediate under Incident Response’ System (IRS) during 21-25 May, 2018 at NIDM (4th Floor, A Wing, NDCC Building, Jai Singh Road, New Delhi)

Sir/ Madam,

National Disaster Management Authority (NDMA) has issued National Guidelines on (IRS), which envisages constitution of Incident Response Teams (IRT) at State, District and Sub-District levels. To expedite the process of constitution and training of IRTs by State Government, it is necessary that Core Group Trainers are trained at the earliest.

2. In order to develop core group of trainers in IRS, National Institute of Disaster Management (NIDM) has been designated as the nodal institution for training in Incident Response System (IRS) and has been entrusted with the responsibility for conducting Training of Trainers (ToT) courses in the country. Minimum requirement of becoming a master trainer in IRS, it is necessary that the participant undergoes training in at least five modules of IRS namely, Basic & Intermediate and four positional courses viz. Operations Section Chief, Planning Section Chief, Incident Commander and Logistics Section Chief. Pre-requisite of undergoing positional courses is Basic & Intermediate course.

3. In this regard, NIDM is conducting the Basic and Intermediate course at its campus in New Delhi (4th Floor, A Wing, NDCC Building, Jai Singh Road, New Delhi) from May 21-25, 2018 This programme has been designed for following level of participants:

I. State Government Officials (IAS/IPS/ IFS, State Civil Service/ State Police Service/ State Forest Service/ Other Services), Senior Fire Service Officers, Senior Officers of SDRF/ SDMA/ DM Faculty of ATIs, having 10-15 years of service preferably hands on experience of handling crisis/ disasters at state/ district levels.

II. Officials, who can be spared / utilized for training the IRTs.

4. You are requested to kindly facilitate nominations of one or two officials having prerequisite as mentioned above. The nominations in attached format may be sent to Shri Anil Shekhawat, AC (Training) (Contact: Oil – 23438050, Email: nidmtrgcell@gmail.com) & Fax: (011-23438288/23438286) with a copy to Ms Santosh Mishra, Course Support (Email: santosh.yogita@gmail.com) by 7th May 2018, Monday Prof. Santosh Kumar (9810006197, email: profsantosh@gmail.com) is the course coordinator for the course. Details of the said training programme are available on the website of the Institute (www.nidm.gov.in).

5. NIDM would bear the expenditure for boarding, lodging and training material for the participants of the training programme. The expenditure on travel and DA of participants shall be borne by the sponsoring agency.
