Punjab State Mission to implement the Swacch Bharat Mission

NOTIFICATION

The Governor of Punjab is pleased to designate Punjab Municipal Infrastructure Development Company as Punjab State Mission Directorate to implement the Swacch Bharat Mission (SBM), launched by the Ministry of Urban Development Government of India, in the State of Punjab to ensure hygienic waste management and sanitation.

2. The Governor of Punjab is further pleased to designate the Chief Executive Officer of Punjab Municipal Infrastructure Development Company as State Mission Director of the said Mission, who would inter-alia perform the following functions:-

(i) He will act as Member Secretary to the High Powered Committee under the Swacch Bharat Mission; and

(ii) He will create/notify a uniform structure across the state for planning, designing, project preparation, appraisal, sanction and implementation of sanctioned projects at urban local body level, keeping in mind advisories issued by the National Mission Directorate from time-to-time under this Mission.

3. The Governor of Punjab is further pleased to constitute the following High Powered Committee under the Swacch Bharat Mission:-

4. The High Powered Committee shall be responsible for the management of the Swacch Bharat Mission at State and urban local body’s level, and its functions shall include:-

(i) preparation, approval, and online publishing of the State Sanitation Strategy (SSS) for the State and respective City Sanitation Plan for all cities covered under the Mission;

(ii) finalisation of the concept mote on the urban sanitation situation before submission to the SBM National Mission Directorate;

(iii) to empanel consultants of repute and experience for:

(a) preparation of detailed project reports under SBM, and

(b) conducting independent review and monitoring during execution of projects.

(iv) to empanel reputed institutions, like IITs, NITs, State Technical Universities etc. for appraisal of detailed project reports;

(v) to sanction projects relating to Solid Waste Management recommended by urban local bodies;

(vi) to plan for additional resource mobilization;

(vii) to plan for fund flow in short, medium and long term;

(viii) to recommend proposals for release of instalments of funds for projects under the mission;

(ix) to monitor outcome and Operations and Maintenance arrangements of projects sanctioned and completed under the mission;

(x) to review the progress of Capacity Building, Information, Education and Communication, and public awareness activities under the mission and approve their annual action plan;

(xi) to address violation of norms and conditions;

(xii) to ensure convergence of action for sanitation in the State and bring about inter-departmental coordination, as and when required;

(xiii) to ensure timely audit of funds released and review the ‘Action Taken Reports’ on various audit reports of the mission and other similar reports;

(xiv) to review legal issues, if any; and

(xv) to take up any other matter relevant for the efficient implementation of the mission, or matters referred to it by the SBM National Mission Directorate.
