IMPARTING TRAINING IN DRIVER-CUM-MECHANIC (LIGHT MOTOR VEHICLE AND HEAVY MOTOR VEHICLE) (Special Central Assistance Scheme)
INTRODUCTION
In order to provide employment/self employment to the members of Scheduled Castes, a scheme „Imparting training in Driver-cum-mechanic (Light Motor and Heavy Motor vehicle) Trade” department of Industrial Training will provide training to the eighth pass/matriculates so as to develop in them industrial skills, to made them employable in industry and other organizations and to enable them to be self employed. Modalities of the scheme will be sponsored by Welfare Department under the Special Central Assistance (SCA) Scheme.
YEAR OF START
This scheme was started in the year 2005-06.
ELIGIBILITY
The persons desirous to get training for Driver-cum-mechanic (Light Motor and Heavy Motor vehicle) Trade” should belong to Scheduled Castes and should be permanent residents of Punjab State.
(i) Scheduled Caste persons living below poverty line in rural and urban areas are eligible to avail the benefit under this scheme.
(ii) He should be within age group of 18-35 years.
ADMISSION OF THE CANDIDATES
The trainees will be sponsored by the Welfare Department possessing the requisite qualifications as per NCVT/SCVT norms. The District Welfare Officer will be one of the members of the Admission Committee. Admission will be done strictly on merit of the entry qualification.
NORMS AND DURATION OF TRAINING
Norms and duration of course will be as per the norms prescribed by National Council for Vocational Training or State Council for Vocational Training. A National Trade Certificate of NCVT or State Trade of SCVT will be awarded after they are trade tested in the All India Trade Test or State Trade Test.
AFFILIATION OF THE TRADE
The respective Institutes will complete the necessary formalities for Affiliation of these trades with NCVT or SCVT as the case may be through the Department of Technical Education and Industrial Training.
PLACEMENT
Apart from the avenues of employment in the Govt./Semi Govt. Organization, special efforts may be made for providing self employment. For this purpose active interaction may be made the KVIC, NABARD, lead banks and other loan advancing agencies.
FUNDING OF THE RECURRING AND NON RECURRING EXPENDITURE
The cost of the training will be paid by Welfare Department. The institute will open a separate account for depositing this sum with a name “Account for incurring expenditure on providing training in Driver-cum-mechanic Trade” to the trainees sponsored by Welfare Department. The Principal/Head of Institute will be the person who will be the authority to incur the expenditure i.e. he will be the DDO for this scheme. The Instructors will be recruited as per the policy laid down by the Department in the consultation with the other concerned authorities. The Instructors will be recruited for fixed time period of year but extendable as per the requirements of Welfare Department sponsorship plans.
UNIT
Each unit course will have twenty. It is proposed to run 23 units (one unit in each district and two units in big districts i.e. Gurdaspur, Ludhiana and Patiala (17+6 =23).
