EOI for Wi-Fi Internet connectivity in all Govt. Schools under ICT project.

Background of ICT Project

The Department of School Education, Govt. of Punjab has launched ‘Information and Communication Technology’ (ICT) project in the year 2004-05. The Main aim of the Project is to impart computer education to all the students of class VI to XII. Under the Project, computer labs have been established in Upper Primary Schools.

Computer hardware including UPSs, software and LAN are installed in these labs. Broadband internet connectivity has been provided to all schools.

Scope of Work

On behalf of Government of Punjab, Punjab ICT Education Society (PICTES) invites Expression of Interest (EOI) from the experienced Internet Service Providers (ISPs) to propose a detailed solution for providing Internet Connectivity in approx 19000 urban & rural Govt. schools across the State of Punjab with secured access to multiple devices. The proposal should also include provision of Wi-Fi for users within the school campus.

PICTES will only provide LAN connectivity of computers in a computer labs of 6134 Govt. upper primary schools. ISP will be responsible for sharing internet on all devices connected through LAN and will make the school building Wi-Fi. The Bandwidth will mainly be used in schools for wide variety of applications like web browsing, emailing, Video Store, monitoring, data updation in school management portal and enable students for accessing digital contents in lab etc.

Each school will require a minimum 2 Mbps of Broadband internet connectivity with minimum 98% uptime, with penalty deductions as per SLA for downtime if the downtime is more than the required minimum uptime.

ISP will provide centrally managed network management system with facilities like monitoring, complaint management, uptime calculation, content filtering /restriction on internet to be used at school level.

The Technical solution proposed by ISP should include mode of connectivity, requirement of Bandwidth, requirement of hardware/software items, technical manpower, monitoring system, complaints logging service, SLA etc.

The bidder should have a valid ISP license from Govt. of India.

Submission of EOI:-

Interested & Eligible ISPs may submit EOI either by e-mail aticttech@punjabeducation.gov.in or by post addressed to Dy. State Project Director (ICT), 5th Floor, E-Block, Vidya Bhawan, Phase-8, SAS Nagar (Mohail), Punjab (India) – 160062 on or before the last date & time as given below.

Bidders, who qualify the eligibility criteria, shall be asked to give their presentation.

The bidders will be shortlisted on the basis of technical proposal and may be called for participation in final tender.
